About

Peter S. Hyun founded Rainfall Strategies* as a public sector navigation consultancy aimed at helping organizations reach every level of government for legal and policy solutions.  

 

Peter’s unique background includes service in all three branches of the federal government and a premier State Attorney General’s office (New York).  â€‹â€‹Peter most recently served as the Acting Chief of the Federal Communications Commission’s (FCC) Enforcement Bureau, the largest bureau or office within the FCC. That office is charged with investigating and enforcing any and all violations of the Communications Act, as amended, and the FCC’s rules and regulations.​​

 

Peter joined the FCC Enforcement Bureau after serving in the U.S. Department of Justice (DOJ) in a variety of senior roles, advising DOJ’s top leadership as Acting Assistant Attorney General in the Office of Legislative Affairs, where he worked to develop and implement strategies to advance the Department’s highest priority legislative initiatives, manage oversight obligations, and navigate executive nominations in matters before Congress.

​Before that role, Peter served as Chief of Staff to the Associate Attorney General, where he helped oversee the DOJ litigating components (including the Antitrust Division, the Civil Rights Division, and Civil Division) and grantmaking components.​Peter also previously served on Capitol Hill as chief counsel to Senator Dianne Feinstein on the U.S. Senate Committee on the Judiciary, advising the Senator on law enforcement and tech issues, including Stored Communications Act and Electronic Communications Privacy Act issues, drones, internet gambling, internet gaming, asset forfeiture, False Claims Act enforcement, money laundering, cybercrime, firearms, juvenile justice, domestic violence, and human trafficking. Peter also advised on landmark legislation that made significant changes to amateur safety under the Ted Stevens Olympic and Amateur Sports Act.

 

​In addition to his Capitol Hill experience, Peter previously served as an Assistant U.S. Attorney in the Eastern District of Virginia’s U.S. Attorney’s Office investigating and litigating fraud cases, and working with federal agents from over a dozen federal agencies. He also previously served in state government as an Assistant Attorney General in the New York Attorney General’s office and in private practice where he advised clients on compliance, litigation, and investigations matters. Peter also served as a federal judicial law clerk in the Northern District of Illinois (Chicago).
